Why is harmful and prohibited?

From what I know, is of course intermarriage between relatives which is a practice frowned upon by almost everyone. can produce negative results in children like smaller sizes, slower birth rates, ill health, lower intelligence and weaker bodies. How is it do so many understand its ill effects, and that the most civilized culture and the most barbaric tribe uphold this principle?
