Involuntary commitment in Texas?

My wife is being held by the Psyciatric department at a Houston Hospital even though she has told them that she wants to leave. She has been told that they can hold her and admit her without her, or my, consent. What legal recourse do we have to get her released? How can they hold someone who has no medical issues with regard to alcohol, drug, or prescription medicine abuse?
