What are good feeds with low sugar levels?

my horse has been intaking too much sugar(ferrier knowticed ripples on his hooves that could lead to laminitis) he used to be on sweet feed and now i have pellots for him, but i am wondering besides pellots and hay if there are any other better feed choices that wont be extremely expensive. thanks
