Which one is advisible; sub-basement or sub-wall?

I am in the preliminary phase of custem building my house in a sloppy plot. The engineer want me to decide as soon as possible either for sub-basement or sub-wall. Please advise! The cost is almost the same for both. I am wondering weather there is any modern idea how to use the basement except making it storage area.
