I live and work in Calif. but my employer in Idaho removes Idaho state taxes. Is this correctly done?

I have read through Idaho's nonresident pamphlets but didn't find it helpful. I filed a nonresident tax form and got about 15% refunded and about 30% applied to California state taxes, but why do I have to pay ANY state taxes to Idaho?
