HELP!! Saint Bernard issues!!!?

My girlfriend got a Saint Bernard from the Animal Rescue League about a year ago. They said he was seven months old at the time. Whoever had him before said that he "loves dogs, and kids" but not cats. Not true! He hates all dogs and lunges at them and barks wildly.(and kids) He sometimes is ok around strangers but you never know when he is going to lunge. He will bark at the neighbors, kids on bikes and anything. He has been through training at the ARL. We have done "clicker" training, turning away when we see another dog, commands, etc. This dog seems untrainable and it is making us miserable b/c we can't take him to the park or anywhere for a fear of his behavior. We love him so much but don't know what to do. He is neutered, and can be really loving but sometimes he will just start to bark at my girlfriend and run in circles like he has a burst of energy but he gets lots of exercise. He also likes to bite my shirt sleeve when he sees me. Can someone please help us?!!
